My hypothesis is that a cocktail of these two will allow for better management of the under-priviledged and previously disadvantaged communities that may also have immuno-compromised people that may not necessarily afford paid healthcare and may result in an overburdened public healthcare system. This can be researched and proven either way but that is my hypothesis.
