This book discusses about decentralization and public officials in Indonesia. Nowadays decentralization is one of fruitful topics in all around the world and also in Indonesia. Since Indonesia applies decentralization system in 1999, many new local governments were established and every new local government needs new public officials. Then many recruitments of public officials occur in Indonesia and tend to become massive recruitments however this conditions generate bad public officials. The bad public officials undermine decentralization system in Indonesia. This is my hypothesis in this book. The big questions are why the bad public officials emerge in Indonesia? What are the impacts of bad public officials in Indonesia? Why the public officials could undermine decentralization? This book is tried to answers these questions and the hypothesis.
