This is the first book to provide a comprehensive examination of state takeovers of school districts. Racial bias is often raised as a possible motivation when high-minority districts are taken over. This book is designed to educate academics, educators, policy makers, students, public schools and the community about the laws in the various states that authorize school district takeovers and the legal implications when race is included in the conversation. Within the framework of case law, we discuss the viability of legal challenges to takeovers. We also briefly examine the implications of the Voting Rights Act for takeovers of high-minority school districts. The book also addresses the role of the No Child Left Behind Act in state takeovers.
