In the United States, the Secretary of War receives a strange letter. Other heads of state throughout the world receive the same letter, declaring that war has devastated the earth for too long and the time for peace has come. The letter orders all nations to destroy their weapons and disband their militaries, ending with the words, "One year from this date will I allow for disarmament and no more. At the end of that time, if no heed has been paid to my injunction, I will destroy, in rapid succession, every battleship in the world. By the happenings of the next two months you shall know that my words are the words of truth." Government officials dismiss the letter as a prank at first. Then a few warships disappear without a trace, one per week. Who is capable of carrying out such a threat, and with what technology? Can he be stopped? Will the major powers of the world agree to disarm or will they begin blaming each other and start a war?
