The thesis of this paper is that, as a minimum, DOD must develop more effective means of: a) overseeing and influencing service UAS programs; b) developing joint doctrine; and c) adjusting airspace command and control methods to accommodate UAS. Further, DOD's recent decision to "merge" the Air Force's Predator and the Army's Sky Warrior provides an excellent opportunity to make progress in each of these areas.
