It has three elements: livelihood resources, livelihood strategies and institutional processes and organizational structures. So, I think that productivity will raise, even poverty and crime will be also reduced, due to the low income level householder family which can be upgraded to increase whose income level and quality of living standard to the middle income level householder family. When governments can promote the labour morality to which employers to let them to know labour morality and productivity has close relationship.
