The book is devoted to the analysis of political and communication technologies used in the activities of the Office of the Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District during the period from 2000 to 2008. Relevance of the topic due to the need to study the Russian experience in the formation of a new system of relations between public authorities and society, seeking for a constructive dialogue with the public, responsive to the socio-political challenges of our time.
