Abby, an adventurous eight year old girl, tells her Uncle Mike that she met a six-feet-tall, talking rabbit named Mr. Mayor. The rabbit told her that rabbits like him drank magic water, grew big, and tuned in to a certain digital frequency (magic air whispers) so they could communicate with humans. When the uncle hears this "tall" tale, he is skeptical, but decides to visit "New Jack Rabbit City" which is located just where the sand dune desert is, outside of Bruneau, Idaho. Zach, Abby's little brother, and their dog, Ziggy, also tag along. Zach is convinced it's just an imaginary friend and teases his sister. Uncle Mike tells Zach to "cut it out" but doubts that the tall, talking rabbit is real. Little does he know, he is about to come face to face with Mr. Mayor. In the meantime, some rabbits from Chicago (the South-Siders): Caponey, Dice, Wrigley, and Putz hop on a train and head for New Jack Rabbit City. Caponey gets it in his head that if he can drink the magic water, he'll grow big, too, and he can return to Chicago and rule over the rabbits and streets of the Windy City.
