These 4 papers published in this volume by the AIAA Space Conference explains why NASA, commercial and the U. S. military spacecraft and any large complex defense weapons fail prematurely at rates from 10% to 60% and why the U. S. military and the U. S. government refuses to require its space systems and weapons systems suppliers to produce and deliver systems that won't fail prematurely and PHM technology developed by the author to win funding for the GPS program that identifies the equipment with premature aging that will cause a premature failure for replacement at the factory before shipment to the customer.
