It was at this press conference that a reporter stated: "Since 1940 when Russia occupied Latvia, the Latvian socialist State had never conducted business on its own without seeking permission from Moscow. My question is this: Why did you invite the Americans without permission from Moscow?" Daumant Znatnajs responded: I did not invite the Americans; the Latvian Socialist State debated for three months on how to make the invitation. They decided the time had come for Latvia to make its own decisions and not Moscow!"
