Speaking Out - Letters and Other Writings - 1991 - 1993. The last two decades of the 20th century were more than just interesting for Trinidad and Tobago. The country entered the 90's emerging from a period of recession and a painful adjustment programme directed by the International Monetary Fund in the second half of the 1980s. The author was elected Secretary/Treasurer of the Public Services Association in December 1990. The PSA was itself entering the second decade of its struggle for democratisation and greater control by its members. This collection of writings spans the period January 1991 to the present in 1993. The material is set out in three parts, each representing material produced in the years1991, 1992 and 1993 respectively. These letters and other documents cover social, political, cultural, economic and othermatters, both national and international. Several express the thinking of the author on matters relevant to the PSA and the tradeunion movement as well. The author hopes that this publication will help to stimulate further discussion within the PublicServices Association with the aim of finding solutions to the problems that beset its members. He also hopes that this publication will contribute to the establishment of alternatives to be pursued in tackling the serious problems now besetting the Trinbagonian society.
