As more and more young offenders became uncontrollable and the other penal reform facilities filled up, so one bright disciplinarian, James Chastenwell, a former headmaster, approached a few of his fellow Masons with a solution - that he provide a facility for up to twenty young females who would be offered a year at the institution in a strict regime, in place of their longer custodial sentences.




His friends and acquaintances listened in depth to his ideas and methods and in secret he went into far more detail about the real function of the institution. It was the kind of detail that any due process would have instantly dismissed as totally unacceptable in a modern society - but it was just the kind of detail Chastenwell's friends were only too eager to agree to.




So it was that The Reform Institute was launched and ten young female offenders of 18 years or more were selected during the next few months as a trial. The first term passed with all the young ladies receiving the full measure of Chastenwell's determination to break their spirits and turn them into reformed characters - characters who would be only too willing to serve their masters.




This story begins with the arrival of the second intake of ten young offenders and their first experiences at The Reform Institute.
