Tommy Wilson never wanted to come to Thunder Bay. It was all his father's idea. After his mother died, his father decided they should start anew in this small coastal town. Life as the new kid in Thunder Bay was either boring or dangerous for Tommy. He either had nothing to do or was harassed by the local bully, Kurt Jarvis, and his goons. With the perils of starting high school only a week away, Tommy decided his only way out was to get a photo of the Thunder Bay Monster and collect the one million dollar reward. Tommy ends up getting more than a photograph of the legendary Thunder Bay Monster; he becomes its friend. The monster is actually a being from the underwater metropolis of Lerna with the codename Ocky. He has come to the surface in search of the people responsible for poisoning his underwater environment with toxic waste. Together, Ocky and Tommy spend the last week of Tommy's school holidays on the trail of the illegal activities of a chemical company that is dumping toxic waste into the ocean.
