By using the cover of the Yellow Vest riots in Paris, a renegade Englishman in Brussels conspires to send more than 1200 bottles of poisoned perfume to the Americas. Young people from the streets of Paris and a prominent Muslim businessman are set up and blamed for the incessant bombings in Brussels and Paris. The elaborate plot almost succeeds; but James Donovan and his Counter-Terrorism team aided by a former British spy thwarts the terrorist plot and saves thousands of lives.
