Theories, principles, and practices suggested for consideration of law enforcement agencies in their plans for prevention or control of civil disorders take into consideration due regard for the law, public safety, and the preservation of human dignity. It is anticipated that the material contained in this publication will increase the reader's ability to serve his country and its people.

The prevention or control of civil disorders is not an exact science. New and better concepts are continually being developed. Those presented in this text are considered worthy of mention.
