Policy Framework for Bilateral Foreign Aid U S Agency for International Developmen

The publication of this policy paper formally signals the change in strategic direction that I sought for the United States Agency for International Development when I became Administrator fiveyears ago. It affirms that we will seek to use bilateral foreign assistance to build toward a safer and more secure, democratic, and prosperous world to enhance our own national security. Implementing this policy will make U. S. bilateral aid more effective and better coordinated with other U. S. Government policies and programs.
