Beautiful snow covered Berry Township during the night. An excited boy waits by the TV to see the school closings. When he hears his school, he is off for a day of sledding. As the night begins to fall, he trudges home dragging his sled behind. Suddenly, the sled it stuck. It has hit a dead body. After the scared little boy runs for his mother, the police arrive to find out the victim is none other than their mayor, Albert Lee. Many of the town's citizen are attending a gala at the Community Center given by Patrick Berry to introduce his new development called Olde Berry Towne. He shows them models and renderings. Chief of Police George Clews asks his friend and former teacher Kado Dolan, who is at the Community Center with Irene Lee, to tell Albert's widow the sad news. The women barely escape an attempt to harm them in the basement of the Center. Kado drives her home. Getting out of the car, Irene slips on ice and also dies. Kado is puzzled because there had been no ice on the driveway when she had picked her friend up. Kado soon finds herself stalked; neither she nor Chief Clews knows why. The stalker attempts to murder her. As the local and state police, with Kado's help, uncover seemingly unrelated clues, the motives still elude them. Finally, a clue leads them to a small town in Pennsylvania where the mystery finally begins to unravel.
