This is the story of the ThreatAssessment indicating United States Vulnerability to Surprise AtomicAttack-that was believed and acted- upon. (As contrasted to Assessments whichwere ignored with serious consequences-- like the RudmanCommission and Gilmore Panel in late 1990's, and in the Pacific just prior toDec.7,1941). This Story is the'inside' perspective of the unlikely chain of events which led to theInquiry being authorized, and then conducted. It postulates why its unsettlingfindings were accepted as credible and valid. It describes how the findingswere utilized as the basis for the massive efforts to eliminate thisVulnerability.-ie.that the United States'sSystem for deterring Nuclear World War III--(SAC)--could be attacked by complete Surprise,and destroyedon the ground by the Soviet long-range Bomber force. Finally the Book speculates as tohow the Inquiry helped end the Cold War-withoutNucleardetonations by either side.
