Hugo Gwinn is making a living driver a cab, but that wasn't what he trained for. He was a police officer and it was an incident that causes him to lose his job and left him very much bitter. The city of Cleveland, Ohio should have been exciting place because a new sport stadium along with the Rock and Roll Museum was opened. However, there's a shadow of fear hanging over the city. A serial killer is stalking through the streets and what is worst. He's targeting children. It was in this atmosphere that Hugo was surprise and a little irritates that his ex-partner and at one time best friend, Orlando Rivera, climb into his cab. He was there on orders from the mayor and the police chief who want Hugo to help out with the investigation. After listening to Rivera. Hugo told him that he's not interested in helping out the police now or ever. That was until his godson was the next victim of this merciless killer. So, he became involved.
