This study attempts to answer the question, what issues should the next mobility study examine to determine the appropriate inter-theater airlift force structure in the year 2020? In 1998, the Air Force commissioned a Mobility Requirements Study called MRS-05 that attempted to predict future airlift requirements. The results of this study set in motion a plan to meet this predicted requirement, but the world has changed and many of those changes may affect inter-theater airlift's ability to meet those requirements - at least in its current posture. These changes fall into three general categories: the international environment, strategy, and specific mission employment.
