In this new adventure, Mama is sick, and Libby must move in with Gigi and her mother, Mrs. Beebee, until Mama recovers. When another resident, a young woman named Julie who owns a shop on a wharf in St. Petersburg, offers to take Libby to the shop during the day for company, Mrs. Beebee agrees. Libby is not happy, but what is a dog to do? She goes to the shop and is soon caught up in some nefarious goings-on at the bait shop across the way. She begins to realize that something bad is going on, and when two men start following Julie, Libby decides it is up to her to find out who they are and why they are after Julie before both she and Julie come to harm.
