Uttar Pradesh is home to India’s largest Muslim population, yet its Muslim communities experience disadvantages in education, secure employment, landholding, access to finance, and political representation. These inequalities arise from the interaction of historical disadvantage, uneven public investment, discrimination, restricted economic opportunities, and differences within communities shaped by gender, caste, biradari, and sect. This volume examines seven interlocking dimensions of this challenge: the development environment; social stratification and caste-based inequality; political representation; constraints affecting women’s education, mobility, employment, and financial autonomy; the design, funding, and implementation of development programmes; the stigmatization and criminalization of occupations and livelihoods; and affirmative action and reservation for Muslim groups.
Moving beyond a homogeneous view of Muslims, the book shows how material deprivation, social recognition, and political voice reinforce one another, and considers how public policy, institutions, and democratic representation might respond to layered inequalities.
