In this book Michael Tonry argues that the current criminal justice policies worsen the condition of blacks, and that the disproportionate black involvement in crime is largely the product of adversity. He advocates a new set of criteria that will not disadvantage blacks - better sentencing policies, mnore flexible sentencing guidelines and consider the "life chances" of offenders.
